N600 wifi cable modem router Online LED light not lighting up or blinking

I have a N600 WiFi cable modem router model C3700v2. The instructions say the Online LED light can take up to 10 minutes to turn on but mine has not turned on and it has been plugged in overnight. The power light is on and the 2.4MGz and 5MGz lights are on. There is a down arrow icon and that light is flashing. All the others are off. Why isn’t the Online LED light turning on? Please help!

    did you get it activated through your isp? 

    It should only take a few minutes if its activated for downstream/upstream to lock in.
