Your Netgear is unlikely to be involved. Make sure you have the proper printer drivers and utilities installed. You can find the latest for the WF 3640 here.

Hey TheEther,
I downloaded an update to the drivers and utilities. Unfortunately, I still cannot access the computer as a retrival destination from the keypad on the printer. The printer can only see the USB port that is resident on the printer and the cloud, which I will not use.

First, you'll want to make sure Windows is set up to treat your network as a home network. This article is helpful.
Second, you may need to open up the firewall in Windows to allow the Epson Events Manager to be accessible from the network. This article may help.
If you still have trouble, then you may need to find a Windows forum for help. Check the Epson manuals for tips, too.

I skimmed the documentation for the WF-3640 and it states that you need to set up Web Services for Devices on Windows in order to send a scan to the computer. I found this doc that talks about how to set it up. It's written for Windows 8 and below, so I don't know if it works for Windows 10. Give it a shot.
