Netgear R6350 Router, Net download is very slow

Netgear R6350 router with the latest firmware is showing issues with web surfing and downloads. Uploads are working fine. 

I have a 20 Mbps fiber optic connection.

The download speed is around 0.1 Mbps, while uploads work at around 15 Mbps.

The Internet provider indicates an issue with the router.

Any means to confirm

    The issue has been with Fiber optic connection and local ISP is working on it.

    How is the internet speed measured?

    • Using a feature on the R6350 router?
    • Using a "speedtest" application on .....  what? (computer? laptop? smartphone?)

    The first step most people take is to measure the internet speed without the router.  i.e. temporarily disconnect the router and connect a computer/laptop Ethernet port directly to the ISP device and run a Speed Test.
