according to the manual for the R6220 (which you put as your router), if the wifi is blinking, its indicating data transfer.
• Solid green. The 2.4 GHz WiFi radio is operating.
• Blinking. The router is sending or receiving WiFi traffic.
• Off. The 2.4 GHz WiFi radio is off
What band is your husband connecting to?
2.4ghz is sensitive to interfernce which tends to be pretty bad in apartments.
Also, many apartments are made of brick/concrete/metal walls. Which do a great job of blocking wifi.

Shut off all your wifi devices?
Its designed to blink to show that devices are connected and transmitting data over wifi.

Some routers let you disable lights, such as the R7000P, but not the R6220, too basic. Routers that support thos feature usually have a switch on the back.
If it is really important, then Blu Tack, or the local equivalent, works for some people.
