OK, thank you. Hotwire is an internet service provider. They never said I needed a modem, only suggested that I purchase this Netgear router. So I need a modem too?

Hotwire might be an ISP but they still have to get it to you somehow. Whether thats using a modem, a gateway, an ONT, or whatever it is, the router is connected to something that is providing it a internet connection

If it is these people, it isn't clear to me how they deliver the internet to customers.
It refers to "Fiber-to-the-Home (FTTH) infrastructure" but even that is less than clear. FTTH can mean various things.
It may be an ONT (Optical Network Terminator), which you may be able to plug straight into without a modem.
But that still leaves the delivery question open.
