The DGND3700 is a 14 year old N600 device. 14 years ago, it was a pretty rock solid dsl modem/router combo device as it could function as a stand alone router or dls modem/router combination. That was 4 generations ago. IF you have decent fibre and a decent modem from it, I woulnd't recommend mixing in old/slow technology.
What size is your home?
Why do you think you need a 2nd router? Or what is your goal with trying to use this?

I just need to change the IP address range from 192.168.0.x to 192.168.1.x so that it will talk to my network I can adjust the IP but when I save it whilst plugged directly into the ethernet fibre input on its own it attempts to make the change but then times out as there is no perceived web connection.
