Orbi ac1200 mesh router not connecting to Motorola router

Tried setting the mesh WiFi up for my parents and the Brand new Motorola router compatible with Cox internet will not sync with the router. The modem is getting internet but when going through set up in the app is gets stuck on the part where it “checks for internet connection” and will not connect. Tried resetting modem and router multiple times. Any ideas??
