Orbi RBR20 Wireless devices connected to 5GHz but only downloading at 400Mbps max

The RBR20 uses a 866mbps backhaul connection. and thats link speed, not throughput speed. throughput is usually 55-65% (roughly) of what link speed is. And thats again, the highest link speed you can have. distance and obstacles are going to drop that backhaul connection.
Hitting 400mbps over wireless from a satellite is about peak you can expect. The only way to get faster? A hardwired connection back to the primary router.
Potentially upgrading to a RBK50 system with the 1733mbps backhaul might help.
