Orbi running circle not filtering iMessage on iOS

I have the Orbi RBR40 router, running Circle.  When pausing devices, it does not seem to pause iMessage on iOS devices.  It stops internet working, so no browsing, or using social media apps, but iMessage continues to  work.  Any ideas how to get the filtering working across all apps on iOS? Thanks
