orbi set up

live in Brooklyn - 

Orbi RBR 40 router, two RBS 20 sats and 1 Orbi outdoor for our roof.

when i move with my laptop to the roof or any wifi connected device, the Orbi outdoor sat does not pick it up.   the orbi app shows that it is connected to one of the sat inside.

the orbi router is 40 feet from the satellites and the satellites are 20 feet apart. 

the outdoor orbi is above and outside.

what is the set up to where the orbi picks up the device moving from one part of the apartment to another?
