What device are you talking about?
Netgear doesn't make anything called a "V7610" that I can find.

How can we make the public ip of the modem accessible after setting up the port forwarding?
You'll need to contact Telstra for help and information regarding that. Some ISP go in with router mfrs for specific builds of products which NH provides the HW, the ISPs do there own development, testing and support. Telstra will have what you need.

Netgear makes hardware for various ISPs. It does not provide direct support to consumers. Which is why there is no
section in this community for you to ask questions and why you won't find any support pages for it in this community. (I looked.)

Since this unit is provided to you by your ISP, it's best to contact them about enabling the setting you are requiring. The firmware is provisioned by the ISP and they should be able to provide you the information.
