R6220 remains as an access point even when AP mode is off.
I'm trying to convert my router from an access point to a router as I need to port forward with it. I've tried connecting it directly to the modem but it's still an access point. Router has been factory resetted multiple times to no avail. Is there a solution to this problem? Thanks.

When you factory reset, do you get the setup wizard in a web browser on a ethernet connected PC?

Should press the reset button for 15 seconds then release. Wait about 1 minute...
What modem/gateway optical network termination (ONT) sites between the router and the Internet?
