R6230 sometimes does not connect ALL WiFi devices to internet

That raises an important question. What modem/gateway/ONT connect you to the Internet.
By default your R6230, a somewhat aged (2017) and low powered router, will opt for192.168.1.1. It picks 10.0.0.1 as an IP address if it sees something upstream when detects a conflict.

There shouldn't be anything else. I'll see if I can find a good network listener to search for something else that wants to provide DHCP.
Spectrum provides me with a Hitron CGNM-2250. Looking at Internet Port -- Connection Status, there is a DHCP server. But unless I'm mixed up, that's for getting my internet facing address and should not do anything for access on my side of the gateway.

That is a modem/router.

Two routers on your network can cause headaches. For example, you can end up with local problems with addresses on your network. Among other things, the other router can misdirect traffic to addresses that the Netgear router usually handles, such as routerlogin.net or the usual default IP address for a router, 192.168.1.1.

Unless you have specific reasons for using two routers – to create two separate networks for example – it is often easier to use just one router and then to set up the second router as a wifi access point (AP) with a wired connection to the main router. It may be possible to put the modem/router into modem only (bridge) mode and then to use the second device as the router.hitron cgnm-2250 bridge mode - Google Search

Spent some time learning about Wireshark and then tracked down a 2nd DHCP server. The cable modem has been absolved. The info about setting up as an AP should be useful when I rework the 2nd DHCP.
