R6250 High ping spikes

hi guys, im getting ridiculous anmounts of high ping spikes and im not sure why.

when i connect to my isp router only my ping is stable with very few spikes. but when i connect the smart router, it spikes anywhere from 20ms to 1000ms. 

does anyone know why this would be happening?

 

ive reset both routers

ive swapped ethernet cables both cat 6

       R6250 or R6250v2?  Look for "Model" on the product label.  Firmware
    version?  Connected to what?

       Why do you have two routers?

     

       Cascading multiple routers can cause multiple problems.  Without
    knowing why you're adding the R6250 to your (unspecified) "my isp
    router", it's tough to make a firm suggestion.

     

       If your goal was to extend the wireless-network coverage of your
    (unspecified) "my isp router", then my first guess would be that you
    should configure your R6250 as a wireless access point.  To do that:

     

       Visit http://netgear.com/support , put in your model number, and look
    for Documentation.  Get the User Manual (at least).  Read.  Look for
    "Wireless Access Point (AP)".
