3. When I test through the xbox's built in connection test, I get 3 to 5. When I open a browser on the xbox and test on speedtest.net, I get 25.
4. All other devices test at 25

Thats what Im thinkning also, but Microsoft offers zero help. Only thing I can add is on point #3, I have seen the difference in real world downloads also, not just tests. For example, downloading a game on PC from Steam I get 18 to 24. Downloading a goma on xbox (not the test) I get anywhere from kb's/s to 3 or 4. The Xbox dl's havnt always been this way. They will be fine, right on par with other devices, for a few months then go down to this low rate for EVERY download. I just dont get it.
