Did you verify that the server is up and running by connecting from a local PC?
yes I RDP into the server, start the software, watch it start up and run.
I am unable to connect to the minecraft sever on the LAN or externally. According to all instructions I have it configured properly, just not sure why I cannot connect.

it is a public IP address. The modem/router from my ISP is a bridged router.

Have you confirmed that your Minecraft server is assigned with the IP address that matches the port forwarding rule? You might want to set up an IP address reservation on the R6300v2 in order to insure that the IP address doesn't change.
If the address is correct, then try rebooting the R6300v2. Just a plain power cycle. Then, confirm that the port forwarding rule is still there. If you are not using UPnP, then turn it off to avoid any potential conflicts.
Finally, you can try enabling Open NAT under WAN Setup.

Ok,
the machine that the minecraft server software resides on, I have checked a doubled checked the IP address.
NAT is set to OPEN
I have rebooted the router. PF still there.
Now I do have UPnP on because of other applications. I will disable to see if that is the problem, but I hope not.

Ok,
tried dis-abling UPnP, rebooted router, still nothing.
Re-installed minecraft PE Server, still not able to connect nor when I go to canyouseeme.org it states the port is closed.
Let me know what else I can try. I am stumped.

Did you verify that the server is up and running by connecting from a local PC?
Intead of using canyouseeme.org, have you tried connecting from a remote PC?
If the answer to both questions is, "Yes," then I don't have any other ideas.
