R6400 half the internet speed on cable with wifi enabled

As in the title, I noticed when wifi is disabled on R6400 (V1) the router is capable of reaching 1gbps on my local network. When wifi is enabled the cable speed drops from 1gbps to 300-400. Is it hardware issue or I am missing a special setting in router configuration that forces the router to allocate bandwidth to wifi and cable connection?

The router is connected through CAT 7 cable from ISP router to Netgear router. QoS is disabled. IPv6 is disabled, firewall also disabled for a purpose of testing.
Router is downgraded to 1.0.1.70 additionally for testing. Same issue was occuring in the newer version.

  • Start back at factory. Factory reset it. 

    Don't install it from a backup. 

    During the installation, just leave it stock and connect it with wifi on. 

    Then test it. see what speeds you get. 

    If its full speeds, then start changing settings you want. 

    Reason why is the R6400 is a base model gigabit router. Any packet inspection causes reduced speeds. Things that cause packet inspection are access control, traffic monitoring, parental controls, and qos. And even if you disabled them, if there were ever enabled, I've seen it still do the packet inspection. So the factory reset should clear that out.

      Disabling and enabling wifi around 10-15 times I noticed at some point it decided to allow full speed with wifi enabled. Currently it's been around 2-3 hours since I got it being "stable" with 1gbps for now so we will see how long it will last for. 

      When downgrading between versions and restoring factory settings, it also did not like having wifi on.
