I have a r6400 router and I am trying to turn on the port forwarding and it is unavailable? must be in the settings but I am unsure on where to look thank you in advance Jeff

Worth a note: If your R6400 (or any other Netgear router) is operating in Access Point mode - not as a router - there can't be any port forwarding available.

Which one? Desktop? Mobile?
Most stuff is best done with the browser graphical user interface.

Not a cloud based system then. That's why Arlo is so much easier to use, albeit at a price.
As schumaku says, I assume that the R6400 is not in AP mode.

This proofs that you are digging at the wrong device - reads like your R6400 is operating in AP mode, not in router mode.
How does your R6400 connect to the Internet then - ISP, cable modem/router, ...?
