I may come back to this later. For now, I quit. The purpose of this router was to set up a VPN gateway. I have ordered a WNR3500Lv2.
I have had a 3500Lv1 in service for 9 years with great results. The v1 will be repurposed for for VPN using DDWRT firmware.

The instructions for the Win10 version of TFTP requires using the Power LED. Mine never comes on like it is described.
I can't get a good PING reply using the default IP address. I will try again later. I do get a good light when the PC is connected to the router so maybe I have a $15 Gbit switch.

Actual command? Actual result? Copy+paste is your friend. "using"
which "the default IP address" where? Does your Windows system get a
good IP configuration from the (DHCP server in the) router? If not,
then did you configure it with a suitable static address? (What?)

Which "a good light"? As usual, showing actual actions with their
actual results (error messages, LED indicators, ...) can be more helpful
than vague descriptions or interpretations.

That's possible. Perhaps the previous owner shed the thing for a

"PING 192.168.1.1" replies back as "unreachable" with the PC configured as 192.168.1.10. DHCP isn't working. Is the ability to PING required for TFTP to work?
As to a good ethernet light, it appears to be pink. That isn't one of the colors and I suspect it is a prisimatic effect or perhaps the LED is amber and white combined with a prisimatic effect.
I am hopefull the previous owner bricked this thing with an upgrade that can be corrected. If not, I have a healthy power pack, two eithernet cables and a Gbit switch for $15.
