I may come back to this later. For now, I quit. The purpose of this router was to set up a VPN gateway. I have ordered a WNR3500Lv2.
I have had a 3500Lv1 in service for 9 years with great results. The v1 will be repurposed for for VPN using DDWRT firmware.

I have tried the reset several times as suggested. I also tried a 1A power supply. 1A should power this thing static and does without getting hot. The result was the same.

"ping" is a very low-level communication test. If it fails, then I
wouldn't expect much else to work, including TFTP.
If the normal restart and/or reset operations leave the gizmo in some
abnormal/confused state, and I were desperate, then I might try the
TFTP command at different stages in the start-up procedure, in the
(dim?) hope of catching it in a receptive state.
I know nothing, but I've read of people who claim to connect to an
internal serial port, which may allow some access to a more-than-usually
crippled device. A Web search may find examples.
