What do you see? Which browser are you using? On what device?
From what I have read the recommendation would be to flash the firmware with tftp.
First work out if you have broken firmware. What does the power LED look like when you turn it on without trying to do anything? If it ends up as solid white, then the problem is something else. Playing around with TFTP could kill it.
Have you checked that the power adapter is OK? Do you have a compatible alternative that you could try? Maybe something from another Netgear device with the same power needs.

If I use chrome or ms edge I just get a blank white page. No data, just white screen. I tried firefox today and the result was still not successful. If I do it without internet then I get a error that it cannot file routerlogin.net if I do have internet from a different source (the netgear router has not internet as I am in a hotel and not at home. I get a different result but it cannot find a page it is looking for. In all cases there is never a login page. The router is a Netgear AC1750 Smart WiFi Router model R6400v2 and I have tried this with my personal HP notebook running Windows 10 and my work Dell also running Windows 10.
The power LED starts out dim but soon is bright AMBER and the port that I am connect to (I have tried 1-4 the same results) is bright WHITE. The port light blinks on occasion. After a while I will get the port light goes OFF and the next to the last light goes on then I get the 2.4 and 5G lights white; and the power LED goes from AMBER to WHITE but is always solid ON.
The AC power adapter is 12VDC @ 2.5A and is larger than the other adapters that i have. It appears to be OK since the lights on router seem to ack OK except that I never see the power LED blink which from the documents I have been able to locate is the sign that I can do a tftp to reflash the firmware.

That looks like typical boot-up sequence. No suggestion of bust firmware.
Have you started with the simplest move, a reset?

As this is an older router (2017), if that fails you could try this;
- Press reset for 30 seconds
- Keep pressing reset while removing power
- Keep pressing reset for another 30 seconds while apply power
It isn't advised on newer routers with their different chips, but your "senior" device might respond to this move.
This is puzzling:
if I do have internet from a different source (the netgear router has not internet as I am in a hotel and not at home.There's not much that you can do if you aren't sitting next to the router. Netgear disable Remote Management quite some time ago.

I did a factory reset with the reset pb yesterday when I could not connect. It did change the IP address from something that had been set in the past for work back to the default of 192.168.1.1 but still cannot access the web page so no ability to log into the router for any configuration.
I have not been trying anything remote. I have a cable from a USB-> ethernet adapter from Trendnet (TUC-ETG) since my notebook does not have a copper network port internally. The Dell from work does and I have used the internal copper network connection there. I am running a short (7') cable from the pc to the router and have tried all 4 LAN ports on the router in case there was a problem with one of them but none of them give me access to any webpage to log into the router as described in the product manual.
