What router are you connecting it to?
Try factory resetting it. PUsh and hold reset for 7-15 seconds while powered on.
After you reset and reinstall it, when you put it in access point mode, leave the IP address info alone and let your primary router assign the IP address.
Then log into the primary router and look at its attached devices page (or equivelent). It should have the router listed and its ip address. You should be able to log in with that.
