We want to time limit internet access by device (either by Mac address or ip). But we need to do this without needing to install an app on the device. The kids have school owned Chromebooks that preclude us from installing apps. How can we accomplish that?

Sound like you may need some Smsrt Parental Controls.
Netgear has set up a community forum specifically for the Smart Parental Controls/Circle product.
