What Firmware version is currently loaded?
What is the Mfr and model# of the Internet Service Providers modem/ONT the NG router is connected too?

Couple of options,
1. Configure the modem for transparent bridge or modem only mode. Then use the NG router in router mode. You'll need to contact the ISP for help and information in regards to the modem being bridged correctly.
2. If you can't bridge the modem, disable ALL wifi radios on the modem, configure the modems DMZ/ExposedHost or IP Pass-Through for the IP address the NG router gets from the modem. https://kb.netgear.com/25891/DMZ-on-NETGEAR-routers

3. Or disable all wifi radios on the modem and connect the NG router to the modem, LAN to LAN configure AP mode on the NG router.

The Firmware Version of the NG Router is 1.0.0.68
Information regarding the mfr and model # of the college is undisclosed, all we really have is just an ethernet plug on the wall of the dorm which is how my routers hooked up. It actually only reads as a Strict NAT though instead of a double NAT. Its worth noting that I share the router with my roommates, they didn't bring their own and they still read as an Open NAT type.
Option 1 - Seems off the table as the colleges system remains undisclosed
Option 2 & 3 - are both locked behind the advanced tab which I do not have access to as the Genie app (not new enough to be supported by Nighthawk) doesn't have it, and I can't login to my router over browser, it instead times out.

There is probably a NAT router or two upstream You'll not be able to get a open nat condition with having multiple routers online. You'll need to get with home ever controls the undisclosed router system and ask for there help there.
