Trying to Connect WAC510 AP to WC7500 Controller

Having multiple difficulties with my first of 9 WAC510 AP's: 

First, the PoE port, while it will power on the device, it won't communicate on the switch.  I have to plug a cable into the PoE port for power, then another into the LAN port for communication. 

Second, I have 9 of this model AP that I need managed by a WC7500 wireless controller.  I have the wireless controller set as a DHCP server. and is leasing an address to the AP, but it will not discover the AP. 

I still haven't tried pulling out another AP to try, in case this one is defective, but when I go back to the church to work on it some more next week, that will be the first thing I try. 

Any other pointers?
