Rolled my R6300v2 router back to v1.0.4.18 and everything, including the access list works properly.
It's a disappointment that NetGear would release firmware without properly testing it first. There was a time when NetGear meant quality. Guess those days are long gone.
Time to look at other brands.

So the short answer is to roll back to the previous firmware version. Good thing I have a backup of that older version file.

For a wider selection, visit http://netgear.com/support , put in your
model number, and look for Downloads. Under Firmware and Software
Downloads, look for View Previous Versions.
If an older firmware version works, then you might get the desired
effect by changing the configuration under the old version, saving the
settings, loading the new firmware, and then restoring the saved
settings. No bets, however. (Makes you proud that you chose Netgear,

Thanks for the suggestion. I was considering doing that but even if that works, I'm still stuck with not being able to update or change the access list if I need to in the future.
I've already rolled back to ver 8 which is what I had in place at the time of the upgrade to this new version. I've saved my updated configuration with new devices I've added to my access list.
Now I'm going to try uprading to the previous version which is 18. I'll let you know how that works out.
