Thanks for the suggestion Doraemon, but we've decided to simply replace the router. It's been in use for almost, if not 4 years and it's time to get something with AC wireless now that the standard has matured considerably.
I was really hoping someone had experienced this or knew of general reasons why this could happen, and while there were suggestions which saw improvements they are not in any way feasible to our network configuration.
test by turning off airport extender and disconnect power line adapters....then reboot 3700

Our router has an 8 port gigabit switch hanging off it which connects to the powerline so I just unplugged the powerline from the switch and hey bang presto when I connect to the router (after a reset) LAN device detection is instant.
Preempting and taking the test further I plugged the powerline back in and turned the AirPort Express back on, switched over to its wifi AP, instant LAN devices, then switched back to my Router AP and back to the waiting game.
Do you have any configuration suggestions with the option of keeping my existing setup, or at least the powerline?
check the settings on the AirPort you may have two DHCP servers fighting each other
use 1,6 or 11 for channels do not use same channel on both
Thanks for the suggestions but like I mentioned in the first post, I'm not exactly a newbie.
My channels are completey seperated (2.4GHz and 5GHz) on both devices, one is 1 and the other is 13, and one runs 36 while the other is in the hundreds, and the AirPort express has never been setup as a DHCP server: screen shot below for proof.
I don't need proof, you're so smart figure it out!
