WNR2500 wifi led blinking

WNR2500 LED blinking.  Laptop connects and works well over internet but IPAD connects and works for maybe a minute or two and is disconnected.  Can reconnect but disconnects fairly quickly.  Also occationally have ROKU usiing wify and kids have android phones that they game on.  Android phones also get disconnected at times. Don't understand what blinking wifi LED means.  Also tried to turn off Wifi with button but had no effect.  Is there a set time (seconds) that you have to hold the button or why might not it turn off.

      it blinks when its sending data to whatever device is receiving wifi. The faster it blinks the more data is being sent on wifi.
