ac1900 r7000 power light staying amber

I tried to set my AC1900 R7000 as an extender but after making changes and saving them the router doesn't do anything.  When I power on it goes through the light sequences and then the amber light stays solid. After about a min or so it seems to try and restart and amber light stays solid again over and over. I tried TFTP upload but the amber light does not blink to click the put button.

Any help is appreciated.
