Access poing not obatin an IP address

Question

&nbsp;WAC124I am attempting to set up a guest network on Netgear-2 (I have renamed
it).   Netgear-1 works fine.
Netgear 2  will not obtain an IP address.

I have a fortinet router and have configured NG to act as a wireless
access point.
Nothing else is physically connected to the NG.

Unless I enable "allow access to wired ports,"" it will not obtain the
IP address.  If I disable that setting then it works.   But if I do
that, a device connected to Netgear 2 can ping the office computers, –that
is what I want to prevent.

Netgear 3 does not have that setting.  But also will not obtain an IP
address.Firmware 1.0.4.6
