It probably depends on the VLAN network rather than the router. Work out what can run the network and then find compatible routers.
In any case, this sounds more like a business network challenge than one for domestic routers like the Nighthawk range.
Cable modem/routers lack many of the features of standalone routers. So start with a modem and find a router that meets your network needs.
My guess is that the challenge will be to find things that support two VLANs. From the message traffic here, getting one VLAN to work can cause grief.
Have you determined that this is the only way to achieve the ultimate goal? It might be better to explain that before deciding on how to implement it.
