After power outage, I have been unable to setup IP cameras (Arlo Q) or Ring Chime on AC5000 router.

the automated update system is great at saying you're on the latest when you're not. what actual version are you on?

Power outages are great at corrupting things. I'd follow microchip8 recommendation and start with resetting/reinstalling the cameras. If that doesn't work, you could try resetting the router.
