After power outage, I have been unable to setup IP cameras (Arlo Q) or Ring Chime on AC5000 router.

The first, and simplest, move after power cuts is to ensure that the network starts in the right order.
Power cuts usually take out both the modem and the router on a network. When the power comes back on, things may start in the wrong order, with the router starting before the modem is ready, for example. That means that they get confused about which is in charge.
Be sure to restart your network in this sequence:
- Turn off and unplug modem.
- Turn off router and computers.
- Plug in and turn on modem. Wait 2 minutes for it to connect.
- Turn on the router and wait 2 minutes for it to connect.
- Turn on computers and rest of network.
Only then look into the more severe suggestion from plemans and microchip8.
It might also help if you said what modem/gateway/ONT sits between the R8300 and the Internet.
