After upgrade to 1.0.2.90 R7800 (X4S) does not open an http port.

Do NOT user the TFTP method to upgrade the router. This is only for last resort.
First try the factory reset with the router and setup from scratch with a good browser and wired PC at 192.168.1.1.

michaelkenward, sorry, I did not do a factory reset which is what you probably meant. I consider that a last
resort. If the firmware update has permanently broken the GUI (?!) then a factory reset would terminate WiFi
connectivity which still works. I do not know how to recover a router which does bring up its GUI. Worst case,
I buy another router.

What browser are you using? Try a different broswer?
I've not seen this issue either and mine updated a while ago.
What is the Mfr and model# of the Internet Service Providers modem/ONT the NG router is connected too?
A factory reset is needed if your running into problems. Usually will help clear up odd issues. Just setup again from scratch and use same Wifi settings and your devices will re-connect.

Would a factory reset just boot the faulty 1.0.2.90 firmware that I upgraded to?
Or would it fall back to the factory firmware load? The port scan shows that
the router isn't opening an HTTP port, so I am pretty sure that the GUI is not running.
I fear that a reset then booting 1.0.2.90 could completely brick the router.

A factory reset does not revert FW back to a prior version. Only clears out user configurations and sets FW back to default settings.

FURRYe38, thank you. If after a factory reset it boots 1.0.2.90 and the GUI is still broken, is there an alternative
method for performing a firmware load that does not require a working GUI? There must be, otherwise this situation
is irreversible. However, I just don't know what it is.

Netgear would not recommend a reset as a standard strategy if it was likely to wreck a router.

The usual cause of "bricked" routers seems to be when people insist on using wifi to run updates. That's why the usual advice here from experienced users is to update manually and to avoid wifi and the use of "apps".

The other cause of bricked routers is when someone decides to unplug a router in the middle of the process. Silly, I know, but it has happened.

michaelkenward, thank you. The GUI displayed a banner proclaiming that there was an update
available, so I downloaded and updated using the GUI. The connection to the router was (and still is)
cat6 ethernet cable from the modem to the router, and from my desktop PC to the router. The upgrade
was undisturbed for about 10 minutes. I observed that my browser connected to the internet so I
attempted to log into the router to confirm that the upgrade was successful. Connection refused.
Pinged the router. Success! Ran a port scan. WTF!! That is the whole sorry story.

FURRYe38, to answer your question, the modem is a Netgear CM1150V, and Comcast (Xfinity) is the ISP.

I used MS Edge when I had to reset my R7800. We saw a GUI mis-match issue earlier this year which NG resolved back then. Mine updated correctly and have not seen any issues since.
