No this would not be ok. I assume you also tried pinging the router at 192.168.1.1 and got similar results. Even my Internet ping times using my iPhone to ping 8.8.8.8 is less then 30ms. On network more like 1 to 2. Definitely something wrong. Please detail all that you have done to try to fix this. Include firmware version number, not something like latest.

Maybe helpful to know what the modem is in front of the router. Is it just a modem or a modem/router. If modem/router it could be causing you issues. Modem make and model info could be helpful.
Also, just to be clear, the PC is attached to the router via an Ethernet cable?

I want to be sure I understand your problem?
You are pinging devices within your LAN? Correct?

Host Machine IP: 192.168.1.11 (connected through wire from wifi device)
wifi device IP: 192.168.1.12 (connected through 5G wifi)
wifi device IP: 192.168.1.3 (connected through 2G wifi)

From .11 to .12 (wired to router to wireless 5Ghz) you get Minimum = 60ms, Maximum = 250ms, Average = 161ms.
From .11 to .3 (wired to router to wireless 2.4Ghz you get Minimum = 50ms, Maximum = 458ms, Average = 270ms
Correct?
However, from .11 to .1 (wired to router) you get Minimum = 0ms, Maximum = 0ms, Average = 0ms
Correct?
So what is really missing now it time from wireless to the router, i.e. 192.168.1.12 or .3 to 192.168.1.1.
Although not certainly equal, I'm on an R8000 and my PC is AC speed connected via a Wireless USB adapter that connects at 867Mbps and when I ping the router I get this:

OK as well, probably the same 1+ms to get to the router on each device rounded up to 3ms?
Sooo...
Probably need PING from those devices to the router and each other to compare? Also WHAT are those devices, OS's running, how far from router, and dBm at the device for the SSID (Nighthawk app or some programs will show that).
Bottom line, it could be normal, you might have the SSID's on congested channels and need to be changed, or you have heavy interference (usually not the case of 5Ghz), as well as the CONNECTION SPEED of the devices.

Both SMART Phone is just 10 Meter away from Router. dBm showing between -35 dBm to -45 dBm
SSID Wireless Network (2.4GHz b/g/n)
Channel : 11
SSID Wireless Network (5GHz b/g/n)
Channel: 161
My Quesion is How "interference " happen whereas Both Phone is just 10 Meter away. About Connection speed, both device have latest android OS.
Another things is, how can i ping between two android device like in windows command. should i use any third party Apps??
Ping between two device which is connected through wire, ping result is best. Getting 1 ms to 2 ms.
But when i am trying to ping from wire connected device to wifi connected device, different ping result coming.
is this because of encryption/decryption of wifi router and this is normal or any issue with my device or setting.
