TFTP is a beast to get right. Too many gotchas in there.
Have you looked any of the various videos out there?

I have tried that video.
The first thing that would be nice to understand is whether to attach an Ethernet cable to the R7800 at the Ethernet port (yellow) or one of the WAN ports (black).
I am assuming it should be the Ethernet port (yellow)?
If I can establish which port, then maybe I can better define my results.

Presently, I am receiving a timeout error.
Per the attached instruction set, the power light should start flashing ambet. I does not. It naturally starts as amber at power on, goes dark, comes back amber until the activity light illuminates amber and then turns white.

That looks like the R7800 is going through the usual boot sequence.
If the router ends up with a solid white power LED, that suggests that there is nothing wrong with the firmware.
TFTP should still work, without having to get it to the "start flashing amber" stage. But trying TFTP on a router with working firmware can do more harm than good. You should be able to update the firmware in the conventional way:

I cannot access the units menu. Receive an error, via browser, that server cannot be found.
The actual router does not illuminate the 2.2 and 5 GHz. status lights.
If I hook the unit up to a computer, via Ethernet/DHCP, the Network preferences show the appropriate IP numbers as if it has been reset. Router being 192.168.1.1.
If I cannot get into the router’s menu, I cannot setup my ISP credentials.
