Blocked Websites after firmware update

Firmware Version
V1.0.9.26_10.2.3- Windows 10 creator update-I noticed since my last firmware update the router & wifi has blocked access to these websites Garnethill.com & ballarddesigns.com for my mom.  I got through using 4G on my phone but not on wifi or using firefox & IE-newest versions even disabling addons, also turning over my firewall & virus protection.  I even changed my ip address.  Not sure what to do now.
