Cannot access cable modem’s Configuration Manager via R7000
My router is a Nighthawk R7000 with 1.0.7.2_1.1.93 firmware. I am attempting to replace a DSL gateway with a Zoom 5370 cable modem [just plain vanilla: no router included]. When the 5370 is direc...

I'm still hoping that OP will try disabling PPPoE.

What Retired_Member meant was to change the MAC Address of the R7000 to be the SAME as the WD. That is the MAC Address IT (the R7000) would present to the MODEM.
Easy to do. Go to the router via a browser. Then ADVANCED-->SETUP-->INTERNET SETUP, and at the bottom is the Router MAC Address. Probably set as the DEFAULT. Select Use This MAC Address and enter the WD's MAC ADDRESS and do an APPLY.
That makes the R7000 present to the MODEM the same MAC ADDRESS as the WD does and might fool the MODEM into working for you.

IrvSp – Thanks for explaining the MAC spoofing idea. I tried it; didn’t change anything. Again, I appreciate all your help.
TheEther – You are a genius. After disabling PPPoE, the Zoom cable modem Configuration Manager popped right up. I couldn’t believe my eyes. Still cannot fathom how that setting should make any difference when I don't even have a connection established, but I’ll gladly take it anyway.
That’s the first thing that has gone right here in about 4 days, so I am ever so grateful.
