cannot connect to 168.192.1.1
My local tech thinks Dell is prohibiting me from connecting to 192.168.1.1. I'm trying to see if there is a firmware update available. Suggestions appreciated.

Is that accurate? R6400[v1] or R6400v2? Look for "Model" on the
product label. Connected to what?

Why? Why would "Dell" care? How? How could "Dell" be "prohibiting"
you from doing anything? Time to look for a smarter "local tech"?
> Suggestions appreciated.
"prohibiting me" is not a useful problem description. It does not
say what you did. It does not say what happened when you did it. As
usual, showing actual actions (commands) with their actual results
(error messages, LED indicators, ...) can be more helpful than vague
descriptions or interpretations.
A clear description of what _does_ happen would be more useful
than a vague description of what does _not_ happen.
What's the IP address of your (Dell?) computer? Which is connected
to what, how?
Visit http://netgear.com/support , put in your (actual) model number,
and look for Documentation. Get the User Manual (at least). Read.
Beyond the basic set-up instructions, look for the LED descriptions and
"Troubleshoot".

Regarding "cannot", see "not a useful problem description [...]",
above. Presumably "168.192.1.1" was an error?
