cannot connect to 168.192.1.1
My local tech thinks Dell is prohibiting me from connecting to 192.168.1.1. I'm trying to see if there is a firmware update available. Suggestions appreciated.

Who told you that? That's a local address on your own network. It is supposed to be the way into the graphical user interface (GUI) of your R6400. Dell has no way of controlling it.
What messages do you see when you try to connect?

Feed in your model number and check the documentation for your hardware.
