Cannot get Port Forwarding to work.

I've setup port forwarding. I have a program running on 192.168.1.3 on port 8080: I check my external ip address by going to https://www.whatismyip.com/, then I hit http://172.112.221.2...

       Good start.  Only one missing datum: What feeds the R6900?

       What is the R6900 WAN IP address?  Perhaps: ADVANCED > Advanced Home
    : Internet Port : Internet IP Address.  What's between the R6900 and
    your ISP?  If it's another router, then the cascaded routers (and the
    resulting "double NAT") could explain this behavior.

       If the R6900 is fed by a combination modem+router, then you may want
    to disable the router function of that gizmo.  Or else do the port
    forwarding on that router, and configure the R6900 as a wireless access
    point.
