Can't access my outlook email on my android phone or on my daughter's chromebook. wifi off = works

I am not able to access outlook login on my phone or on my daughter's pixelbook go.  These are the only two devices that won't allow me access.  I am able to access my email on other family member's phones/computers.  If I turn my wifi off on my phone, the outlook. live. com site works fine.  Could someone help me with this issue?
