That isn't up to date or complete, but it offers some guidance.
But, in windows network it finds the netgear router as a networkthing and also as a computer. But not as storage.
Windows does not like it if you use old and "unsafe" network security features.

It is FAT formatted but I tried NTFS as well.
I tried several different storage devices. USB stick, USB SSD, USB HDD.
They are without login protection.
None of them worked.
For SMBv1, something strange happened.
I enabled it but wanted to check if it is still enabled but now it is no longer in the features list. I don't know how to get it back.
I tried a lot of other changes in Windows, for instance in lanmanserver in regedit.
