Changing my private network range?
I have an issue where my router sometimes will hand out an address in the 10.0.0.x range instead of the 192.168.1.x range. After some research it was suggested the issue might be caused by my ARRIS ...

Not a router. Look for "Model" on the product label.

When a router like this self-configures at start-up, its default LAN
IP address will be "192.168.1.1", but, if if it sees traffic in that
address range on its WAN side, then it'll shift its LAN address to
"10.0.0.1", to avoid any LAN-WAN address conflict.
I'd expect an SB8200 to use "192.168.100.1", rather than
"192.168.1.x", so it's not immediately obvious (to me) that it would
cause the shift, but many things are possible.
In any case, on your (poorly identified) Netgear router, I'd expect
you to be able to set the LAN address (range) of your choice at
ADVANCED > Setup > LAN Setup : IP Address, IP Subnet Mask.
"10.0.0.1" would be the usual LAN address for the router.

The same subnet, "255.255.255.0" should be good. That would put
other LAN devices at addresses like "10.0.0.x", where 1 < x < 255.
