Why not just set it up properly without the double nat?
You could put the R7000 in access point mode and they'd both be in the same subnet

AP is not a suitable option for both routers because I will lose the "Parental Control" (Circle) and NETGEAR Armor features that are enabled on both routers.
Also R7000 is a WAN client for the modem (Fiber Optic) and therefore provides WAN Internet access to RBR40.
Activating the AP mode on R7000 will result, I think, in extending the modem network instead of the RBR40 network.My network topology:
(RBR40)<>WAN-port========port1<>(R7000)<>WAN-port========port1<>(OPTICAL-ROUTER)<>Internet
[172.16.0.0/24]------------------------------[10.0.0.0/24]----------------------------------[192.168.1.0/24]
By the way each network has its own people (my family and my neighbor's family).
Internet optical router and R7000 are in my neighbor home, and RBK40 in my home.
And I want to share PLEX server (witch I have in my home) with my neighbor's family.

You don't need parental controls and armor on both devices.
You can manage all of the devices off just the one router with the 2nd device in AP mode.
that would have you all on the same IP range so you can share your plex server.
If you're doing it so you can have data seperation, then you'd need a business class router that allows vlan's so you can seperate out networks but still share specific devices on both.
