I'm pretty sure I have it fixed. When I looked into the windows updates I saw there was a number that needed to be done so I updated them and the issue went away. I think it stemmed from the fact that I had reimaged the machine from a previous image, because of another problem. Let's hope for the best and thank you for your input.

In my exerience this delay is the wireless driver connecting to the wireless network. This is wireless driver related on the Windows PC and nothing to do with the router. If you click on Network & Internet settings on the tast bar when coming out of sleep mode you will see it takes a period of time before the wireless adapter sees any networks and connects.
Recently I installed a D-Link DWA-192 1300 USB wireless dongle. Took forever after coming out of sleep mode to connect to wireless. In my case I went to D-Link site and downloaded the latest driver they had, which was a totally different version number from windows and installed. Now everything works just as I would expect. Come out of sleep and reconnect quickly.
Sometimes I have had to try multiple drivers, windows as well as vendor before I found one that works for me. Only issue could be windows seeing the driver and thinking it is old and downloading their 'new' one. Can go into policies to prevent, google is your friend. Lastest is not always greatest. Have had to run older driver to get things working as I wanted in the past.
