You're in a double nat. https://kb.netgear.com/30186/What-is-Double-NAT
You can put your hotspot in passthrough mode.
Or you can put the netgears IP address into the hotspots dmz,
or you could put the netgear into access point mode.
to access the router, disconnect it from the hotspot. Then connect your pc/laptop/phone to the router and try the address.

Thanks for responding. As you can probably tell, I'm not the most tech savvy when it comes to routers, and even less so with LTE modem/routers.
When you say "hotspot", am I understanding correctly that this means my LTE modem/router combo?
Assuming that the answer is yes, does this also mean that any one of the three options you presented me with would accomplish the same goal of being able to log in to the Netgear router's settings?
