Firmware update failed, Ethernet port is not functional

I completed a factory reset earlier today. When I did that there was no change to the LEDs. Also connecting something to those ports does not change the status of the LEDs. I have come to the conclusion, it is a HW issue.

It's tough to test the router's LAN Ethernet ports that way.

True. And if you (really) connect a computer to any of them?
If the port-status LEDs don't agree with reality, then I'd guess that
the firmware's corrupt, or the settings are corrupt, or the hardware is
bad. If you've done a firmware update, then the firmware should be
good. A settings reset should straighten out any kinks in the settings.
