If there is one it might help if you told people the make and model number of the modem/gateway/ONT that connects this router to the Internet. Is it, by any chance, also a router, with a set of LAN ports on the back?
I ask because a lot of people turn up here trying to put a router behind a modem that is also a router. That can complicate troubleshooting.
Having two routers on a network can cause headaches. For example, you can end up with local address problems.
For example, seeing a router upstream your R6700 may have squatted on a different default IP address. It may use 10.0.0.1 as a fallback.
There is another possible cause of what you see, if you check "Always use HTTPS" in Web Services Management. It won't let you in.
This is all guesswork on my part. Your description is very thing on details of what you are actually doing. So I may be wrong. If none of that rings any bells, come back with more details of what you are doing and where it goes wrong.

It's the only router and the only thing in front is a Spectrum Cable Modem which is not a router at all. I'm dealing with a DOS and Spectrum is unhelpful so I was trying to lock things down. I enabled VPN and got that working and then did enable "Always use HTTPS" and I'm guessing that is what the problem is.
The DOS is still going on but I'm not home as I'm recovering from surgery and won't be home for a couple of months. While I can RDP still to the PC's on the network the DOS is causing problems and my end goal was enable VPN and turn off all port forwarding, enable remote management (hense use HTTPS) and block all IP traffic inbound from Russia and Netherlands where the DOS is coming from.
Was hoping to find a solution outside of factory reset which I can't do until I'm home again.

Aha! It always helps to go back to the original problem. In your experiments you have made changes that won't deal with it, but that can lead to the problems you experienced.
Netgear's firmware is great at creating false reports of DoS attacks. Many of them are no such thing.
Search - NETGEAR Communities – DoS attacks
Use Whois.net to see who is behind some of them and you may find that they are from places like Facebook, Google, even your ISP.
Here is a useful tool for that task:
IPNetInfo: Retrieve IP Address Information from WHOIS servers
If these events are slowing down your router, that may be because it is using up processor time as it writes the events to your logs. Anything that uses processor power – event logging, QoS management, traffic metering – can cause slowdowns. Disable logging of DoS attacks and see if that reduces the problem. This does not prevent the router from protecting you from the outside world.
In the case of your R6700, this is an ageing (2014) router that is several generations behind the latest network technology. Netgear also isn't likely to provide updates. It is "EOS":

While I appreciate you responding you have done nothing to actually help with my issue which is the SSL error when trying to browse to the router portal. I don't need all the other info you have told me I already know all this. I know it's a DOS because i can see the login attempts on my forwarded ip addresses that are using none standard ports. I've had this router configured this way for over 4 years and never had a problem with this. The turning on of using HTTPS has blocked me from logging in, so do you know of a solution other then factory resetting the router or not?

That's not what you asked.
Sadly, there are times when someone has made such a dog's dinner of their settings that a reset is the only way out. Doubtless you already have a backup of your earlier settings that you can restore from before you unwisely made that change.
I am a bit puzzled by the bit in your first message I've tried the Registry entries but didn't work. Where the heck did that come from? Why would anyone mess around there when trying to fix a router?
