I solved it, and I thought I'd share the solution with you since you all seemed unaware of this option but were kind enough to respond. Comcast customer support didn't seem to know anything about this either, so you're not alone. I stumbled onto it.
https://customer.xfinity.com/#/settings/security/hotspot-devices has a list of devices that at one point had logged into the xfinitywifi hotspot with a comcast username/password. I removed those devices. Problem is now solved.

That doesn't disabled a hot spot. It just basically blocks devices from connecting to an approved xfinity hotspot.
But it'll function the same to block a device from connecting.
Just make sure the kid isn't able to log into your account to allow a device.
